English and French routes, navigation, metadata and editorial workflow can be planned from the beginning. French pages are published only when the full user journey and review capacity exist; a translated title attached to otherwise English content is not treated as a valid regional strategy.
Province and city content needs a distinct service condition, audience question, delivery detail or original resource. National pages remain the canonical choice when the offer does not materially change, preventing a large collection of pages that compete with one another while adding little value.
Analytics is optional, forms collect only what the project needs, and measurement events avoid contact details or message content. Legal and retention requirements are recorded as project inputs and confirmed by the appropriate owner instead of being guessed during development.
